1.5 million numbers ported between electronic communications providers in 2025

In 2025, approximately 1.5 million phone numbers were transferred between electronic communications providers in Romania, with users benefiting from the possibility to change providers without losing their phone number. Since the launch of the portability service in Romania in October 2008, more than 14.1 million numbers have been transferred between networks.

Last year, 1,497,999 telephone numbers were ported, of which 97% were mobile phone numbers, the rest being fixed telephone numbers. On average, in 2025, more than 124,000 portings were carried out monthly, with December recording the highest volume, over 170,000.

ANCOM data indicate that portability is used predominantly by natural persons in the case of mobile telephony (86% of ported mobile numbers), while for fixed telephony, porting requests mainly come from legal entities (75% of ported fixed-line numbers).

In 2025, 1,453,878 mobile phone numbers  were ported. Most users chose the offers of Digi Romania, which received 782,975 numbers. Vodafone received 379,453 numbers through porting, Orange 247,364, and Telekom Romania Mobile Communications 44,078. Of the total number of mobile phone numbers ported in 2025, 64% (933,992) were subscription-based numbers.

As regards fixed telephony, 44,121 numbers were ported in 2025, most of them being transferred to Orange (17,568), Digi Romania (11,379), and Vodafone (5,661).

In 2025, ANCOM registered approximately 1,560 petitions regarding the porting of telephone numbers, with users mainly reporting the cancellation of porting processes, in the context of renewed offers from the providers they intended to leave. ANCOM monitors compliance with the rules on number portability and reminds providers that any practices that may discourage or unjustifiably delay the porting process run counter to the principles of competition in the electronic communications services market.

Porting request: Users request number portability by completing and submitting the porting application (standard form here) at one of the service provider’s representative offices (the accepting provider) with whom they wish to become a subscriber. The porting request may also be submitted via remote communication means, if the accepting provider has the necessary tools to carry out the required checks remotely. Before starting a porting process, users are advised to review the terms of their contract with the current provider. If the minimum contractual period has not expired, they may be required to pay penalties, in accordance with the contract.

Porting duration: Under normal conditions, porting is completed within 3 working days from the submission of the request. Users may choose a later date for porting, but no later than 25 days after submitting the request. The service will be interrupted for a maximum of 3–4 hours to allow providers to carry out the porting, during which time calls, SMS, and internet traffic will not be available.

Provisional number assignment: During the porting process, users may opt to receive a provisional (temporary) phone number from the accepting provider. If the porting is not completed, the accepting provider must request the subscriber’s consent within 30 days to continue the contractual relationship; otherwise, the contract related to that number terminates by operation of law, without any formalities. In this case, users must pay for the services provided via the provisional number until the date of contract termination and comply with the conditions for returning any terminals made available by the accepting provider.

Return of unused credit: Providers whose services are being discontinued (donor providers) must, upon request, return any unused prepaid credit to users. If stipulated in the contract, a proportional and appropriate fee may be charged for returning the unused credit, reflecting the actual costs incurred by the provider in carrying out this operation.

Cancellation of porting: Users may submit a request to cancel the porting process to the accepting provider no later than 24 hours before the date agreed with the provider for carrying out the porting. The standard form is available here or directly from the provider.

ANCOM's role in porting: ANCOM supports providers in ensuring the efficient conduct of porting processes but does not intervene in the approval, refusal, or cancellation of requests. These actions are managed exclusively by providers, in accordance with the legislation in force.
